The IMF knows when it can take advantage of a situation smelling of ripe disaster:“The budget deficit was 27.0 percent of GDP in 2011, compared to a budget surplus of 16.2 percent in 2010.Similarly, the current account surplus narrowed from 19.8 percent of GDP in 2010 to 1.3 percent in 2011″ (IMF, 4/5/2012). Thus the IMF can now instruct Libya to eliminate universal price subsidies, to reduce public sector wages, and to eliminate incentives for individuals to seek employment in the public sector: “the recent surge in the public sector payroll to 1.5 million (80 percent of the labour force) will need to be unwound” (IMF, 4/5/2012).
The IMF has had its sights on Libya from before Gaddafi was overthrown by NATO and NATO’s local neo-colonial dependants days before Gaddafi was murdered, the IMF had a mission on the ground in Libya (IMF, 20/10/2011) and had previously decreed its recognition of the rebel National Transitional Council as the government of Libya, thrashing international law as the Libyan government under Gaddafi still existed (IMF, 10/9/2011). The admission of the low casualty rate among the pro-NATO ground forces which included Al-Qaida and other reactionary elements in a loose alliance, commonly known by the Libyan people as “rats”, replaces the figure in which they claimed that 50,000 of their alliance died in the war.
This brings the total number of dead in Libya during the war to below 100,000,with at least 50,000 of the pro-Jamahiriyaforces, including a large number of civilians as well as military casualties, died. The figures by the “ministry” do not include the pro-Jamahiriya popular forces, also known as “loyalists” or pro-Qaddafi citizens.
Earlier the “rats” had revised their figure of casualties downward from 50,000 to 25,000 until the latest revision putting the total figure at less than 5,000.Propaganda including by so-called “reputable” western media including the BBC, CNN and other news networks, claimed that tens of thousands of “revolutionaries” had died in fighting, killed by pro-Qaddafi forces.
“I can’t tell you the exact figure but, as of now, the number of martyrs from the side of revolutionaries is in the range of 4,700″, said Duwadi, “deputy minister” of the ministry.
He claimed that the number of missing persons from both the sides (Qaddafi forces and so-called revolutionaries or “rats”) is around 2,100. We are working hard to finish the final numbers. It is very important for the reconciliation process as well, that we know the exact (total) losses.”
At the height of the conflict, the National Transitional Council estimated that 50,000 had been killed by “Qaddafi’s forces”, and now admits that the real figure is less than 10 percent of this number.

They fabricated false information in advance, on the basis of a “story-telling”script devised by Ben Rhodes’s team at the White House. A procedure of reciprocal validation was installed, with each media quoting the lies of the other media to render them plausible for TV spectators. The participants also decided not only to requisition the TV channels of the CIA for Syria and Lebanon (Barada, Future TV, MTV, Orient News, Syria Chaab, Syria Alghad) but also about 40 religious Wahhabi TV channels to call for confessional massacres to the cry of “Christians to Beyrouth, Alawites into the grave!.”
The second meeting was held for engineers and technicians to fabricate fictitious images, mixing one part in an outdoor studio, the other part with computer generated images.During the past weeks, studios in Saudi Arabia have been set up to build replicas of the two presidential palaces in Syria and the main squares of Damascus, Aleppo and Homs. Studios of this type already exist in Doha (Qatar), but they are not sufficient.
The third meeting was held by General James B. Smith, the US ambassador, a representative of the UK, prince Bandar Bin Sultan(whom former U.S. president George Bush named his adopted son so that the U.S. press called him “Bandar Bush”). In this meeting the media actions were coordinated with those of the Free “Syrian” Army, in which prince Bandar’s mercenaries play a decisive role.
The operation had been in the making for several months, but the U.S. National Security Council decided to accelerate the action after the Russian President, Vladimir Putin, notified the White House that he would oppose by all means, even by force, any illegal NATO military intervention in Syria.
The operation has a double intent: the first is to spread false information, the second aims at censuring all possible responses.
The hampering of TV satellites for military purposes is not new. Under pressure from Israel, the USA and the EU blocked Lebanese, Palestinian, Iraqi, Libyan and Iranian TV channels, one after the other. However, no satellite channels from other parts of the world were censured.
The broadcast of false news is also not new, but four significant steps have been taken in the art of propaganda during the last decade. • In 1994, a pop music station named “Free Radio of the Thousand Hills” (RTML) gave the signal for genocide in Rwanda with the cry, “Kill the cockroaches!” • In 2001, NATO used the media to impose an interpretation of the 9/11 attacks and to justify its own aggression against Afghanistan and Iraq. At that time already, it was Ben Rhodes who had been commissioned by the Bush administration to concoct the Kean/Hamilton Commission report on the attacks. • In 2002, the CIA used five TV channels(Televen, Globovision, ValeTV and CMT) to make the public in Venezuela believe that phantom demonstrators had captured the elected president, Hugo Chávez, forcing him to resign. This procedure violates the principles of International Law, first of all Article 19 of the Universal Declaration of Human Rights relating to the fact ofreceiving and imparting information and ideas through any media and regardless of frontiers.”Above all, the procedure violates the United Nations General Assembly resolution, adopted after the end of World War II, to prevent further wars.Resolutions 110, 381 and 819 forbid “to set obstacles to free exchange of information and ideas” (like cutting off Syrian TV channels) and “all propaganda provoking or encouraging threats to peace, breaking peace, and all acts of aggression”. By law, war propaganda is a crime against peace, the worst of crimes, because it facilitates war crimes and genocide.

It is being reported that large Russian amphibious naval ships are steaming toward the Syrian port of Tartus, where Russian civilians and naval infrastructure are under threat from ongoing civil disorder.
“The crews of the Nikolay Filchenkov, Ceasar Kunikov and SB-15 tugboat – together with the marine units they carry – are capable of protecting security of Russian citizens and evacuating a part of the property of the logistics base,” a source at the Russian Navy General Staff told Interfax-AVN on Monday.
But according to an officer stationed with the Black Sea Fleet, the Nikolay Filchenkov and Ceasar Kunikov are still sitting in dock in Sevastopol. Moreover, the crew is said to be on “regular service duty” and are under no emergency orders. He pointed out, however, that Russian naval ships must be prepared to dispatch anywhere in the world in 12 hours notice.
There has also been speculation over Russia’s Syrian logistics base in Tartus, which operates the PM-138 floating workshop. This facility provides technical maintenance of Russian warships deployed in the Mediterranean Sea.
The Russian Black Sea Fleet‘s Iman tanker, with an anti-terrorist squad aboard, completed a mission off the coast of Syria in May; that same month, plans for the Moscow missile-carrying cruiser of the Black Sea Fleet to patrol the Syrian coastline was canceled in May.

Last week, the rhetoric between Moscow and Washington escalated when US Secretary of State Hillary Clinton told a press conference that Russia was supplying combat helicopters to the government of Syrian President Bashar al-Assad. The delivery of the helicopters, she said, would “escalate the conflict quite dramatically.”
Russia quickly extinguished the inflammatory comments, saying it was merely sending to Syria “old, refurbished helicopters” that it had been repaired and were being returned to Damascus as specified under contractual agreement.
Later, the US State Department issued a statement refuting Clinton’s claim.
On the weekend, presidential aide Yury Ushakov said Clinton’s unverified statement has helped to poison the atmosphere of the Syrian settlement negotiations ahead of the Los Cabos meeting of Presidents Vladimir Putin and Barack Obama on the G20 summit sidelines.
“The presidents will certainly discuss the Syrian situation. As you know, someone is trying to spoil the negotiations’ background,” Ushakov said. “The Americans are escalating tensions with their statements, which are refuted later on. For instance, the statement of Clinton was refuted by the Pentagon, which knew the real situation in the deliveries of military hardware and equipment.”
“They frequently make statements, update and correct them, while tensions escalate and harm bilateral cooperation,” he added.
“Russia and the United States disagree over pressing international issues,” Ushakov said, admitting that “disagreements are tactical rather than strategic in the case of Syria.”
“Actually, both of us want the same – peace and a democratic choice of the future by the people of Syria,” he said.
“Russia unwaveringly supports the beginning of a national dialog in the Syrian Arab Republic, in which the Syrians will choose the political structure of their country. The use of external force is impermissible in this situation.”

Clearly, the Annan Mission is being sabotaged and – oh, coincidence – his proposed plan is the only one that counts with Russian and Chinese support after these two countries blocked US, British and French attempts at imposing a Libya-like Resolution 1973 against Syriaat the end of 2011 and early 2012, which would have predictably led to Libya-like results in Syria.
Annan proposes a six-point planthat includes cessation of hostilities and Syrian-led dialogue amongst ALL warring parties, unrestrained access of humanitarian aid, freedom for journalists to report what’s really happening and UN monitoring. Naturally, that does not please Hilary, Obama, Cameron, Hague, John MacCain, Joe Liberman and their controllers at AIPAC –American Israeli Public Affairs Committee– for it thwarts Western invasion plans against Syria.
So the Annan Plan MUST be sabotaged. And what better way to do that then to carry out covert dirty tricksfalse flag-like horrendous killings as we’ve seen in Houla, Hama, and now el-Quebeir,putting all the blame, naturally, on“the Assad regime’s repressive troops”giving it the goriest of Western media coverage?
But who are fighting inside Syria? We hear about a“Free Syrian Army”, “Local Coordination Committees”, a “Syrian National Council” and – most notably – good old Al-Qaeda. All wonderfully armed, trained, financed and supported by the Western Powersand Media and by groups like the UK-based“Syrian Observatory on Human Rights”,all suitably“appalled” and “outraged” over the killings and massacres.
What options doesa country’s legitimate government such as Syria’s have when confronted with civil war? Basically, two: they either fight the imported armed insurrection or they surrender and give up their country to the US, UK, NATO military,together with their darlings at ExxonMobil, Goldman Sachs, Blackstone, and Halliburton… They call it“democracy”, and we’ve seen where that leads to in Iraq, Afghanistan and Libya.

Isn’t it strange that over the past two years Hilary Clinton has publicly admitted on FoxNews and CNN that it was the US who “created, trained and armed Al-Qaeda in Afghanistan to fight the Soviet invasion of the 80’s”, and that “once the Soviets left, we just washed our hands and left the Taliban, Muhadejeen and Al-Qaeda with all those Stinger missiles and arms” running around Afghanistan?
Wasn’t it Tony Blair’s Foreign Secretary Robin Cook who told The Guardian newspaper in June 2005 that“Al Qaeda was created by the US and the name means ‘the file’” – the CIA file containing lists of all those cute Al-Qaeda operatives? Too bad for big-mouth Robin as he promptly “died of a heart attack” just two months later in rather dubious circumstances…
Wasn’t it Jimmy Carter’s national security advisor Zbigniew Brzezinksi – co-founder and ideologue of the Rockefeller/Rothschild Trilateral Commission – who told the French “Nouvelle Observateur” magazine in 1998 that he masterminded the CIA’s “Operation Cyclone”which in early July 1979 whipped-up Taliban fighters against the pro-soviet regime in Kabul, thus triggering the soviet invasion of Afghanistan; boasting with president Carter that the soviets now had their Vietnam War?. All trained, financed, armed and supported by the US, Saudi Arabia, UK, Pakistan and Israel?
So, is it any surprise that over the past year and a half of “Arab Spring”, we hear many times that Al-Qaeda is involved in the worst fighting, even raising their flag over a police facility in “liberated Libya”? Now we learn Al-Qaeda is working hard to “liberate”Syria…
How much of the horrific killing is attributable to them and their insurrection partnerswhich, in the final instance all goes back to their original controllers at the CIA, MI6 and Mossad?
Is it a mere coincidence that during the secretive Bilderberg meeting earlier this month in Chantilly, Virginia (USA) that brought together key global power brokers and decision-makers of this world, they also invited Bassma Kodmani, member of the Executive Bureau and Head of Foreign Affairs at the Syrian National Council to attend?

On November 2, 2010 France and Great Britain signed a mutual defence treaty, which included joint participation in “Southern Mistral” (www.southern-mistral.cdaoa.fr), a series of war games outlined in the bilateral agreement. Have the scheduled war games simply been postponed, or are they actually under way after months of planning, under the name of Operation Odyssey Dawn? Were opposition forces in Libya informed by the US, the UK or France about the existence of Southern Mistral/Southern Storm, which may have encouraged them to violence leading to greater repression and a humanitarian crisis? In short was this war against Gaddafi’s Libya plannedor a spontaneous response to the great suffering which Gaddafi was visiting upon his opposition?
Members of the United States Congress are wondering how much planning time it took for our own government, in concert with the UK and France,to line up 10 votes in the Security Council and gain the support of the Arab League and Nato, and then launch an attack on Libya without observing the constitutional requirement of congressional authorisation.
Libya was attacked, we have been told, because Gaddafi allegedly had killed 6,000 of his own people. But is this true?It should be remembered that in 2006, a full 18 years after the Lockerbie bombing, the US lifted sanctions against Libya,which was welcomed back into the international fold.
Now, as Gaddafi faces armed internal opposition backed by a UN Security Council resolution and faces powerful external opposition backed by the military of the US, the UK and France, he is told he must give up power. But to whom? What is the end game?
The US has been dancing around the regime change issue,(since that is not sanctioned by the UNSC Resolution) but as in most cases one has to watch where the bombs are falling to determine whether or not regime change is the policy.
The newest argument for regime change is that if he is not ousted Gaddafi can be expected to attempt Lockerbie-type retaliation against the west in response to the attacks seeking to oust him.
This bloody enterprise is beginning to sound a lot like Iraq: “Saddam was killing his own people, will kill his people, or will kill us if we don”t get him first.”
So did the Bush Administration pump up the fears of the American people that we were next, that Saddam had weapons of mass destruction and had the intention and capability of attacking the United States.
The Iraq war begins its ninth year at a long term cost to US taxpayers of in excess of $3 trillion.The intelligence making the case for the war was “sexed up”. President Bush and Vice President Cheney made a false case for war. An expensive lie. In the name of saving the people of Iraq, we bombed the country, invaded, changed the regime and it is still a carnival of death. In the end it was China, not involved in the war, which received a multi-billion oil deal.
The war in Afghanistan, with no end in sight, has already run a decade and will inevitably cost trillions.
The war against Libya will cost the US $1 billion for the first week.
But we in America are being assured that since Nato is taking over, our role will change. In addition to funding the Libyan war from our own Pentagon resources, the US provides 25% of the funding of Nato, the UK 9.1%, France 8.72%. For all intents and purposes the coalition is handing control of the war over — to itself.
As the funding switches to Nato, we in the US will get the Libyan war at a 75% discount, and our allies in the UK and France will have to pay considerable sums from their own treasuries for a war which is sure to cost billions.Of the 28 members of Nato, I think of Iceland which provides 0.0450 of Nato’s military budget. On March 19, US and British cruise missiles joined with French and other NATO combat aircraft in Operation Odyssey Dawn/Operation Ellamy, a neo-imperialist bombing attack under fake humanitarian cover against the sovereign state of Libya. Acting under UN Security Council resolution 1973, US naval forces in the Mediterranean on Saturday night local time fired 112 cruise missiles at targets which the Pentagon claimed were related to Libya’s air defense system.But Mohammed al-Zawi, the Secretary General of the Libyan Parliament, told a Tripoli press conference that the “barbaric armed attack”and “savage aggression” had hit residential areas and office buildings as well as military targets, filling the hospitals of Tripoli and Misurata with civilian victims. Zawi accused the foreign powers of acting to protect a rebel leadership which contains notorious terrorist elements. The Libyan government repeated its request for the UN to send international observers to report objectivelyon events in Libya.
The attacking forces are expected to deploy more cruise missiles, Predator drones, and bombers, seeking to destroy the Libyan air defense system as a prelude to the systematic decimation of Libyan ground units. International observers have noted that US intelligence about Libya may be substandard, and that many cruise missiles may indeed have struck non-military targets.
Libya had responded to the UN vote by declaring a cease-fire, but Obama and Cameron brushed that aside.On Saturday, France 24 and al-Jazeera of Qatar, international propaganda networks hyping the attacks, broadcast hysterical reports of Qaddafi’s forces allegedly attacking the rebel stronghold of Bengazi. They showed a picture of a jet fighter being shot down and claimed this proved Qaddafi was defying the UN by keeping up his air strikes. It later turned out that the destroyed plane had belonged to the rebel air force.Such coverage provided justification for the bombing attacks starting a few hours later. The parallels to the Kuwait incubator babies hoax of 1990 were evident. Qaddafi loyalists said Saturday’s fighting was caused by rebel assaults on government lines in the hopes of provoking an air attack, plus local residents defending themselves against the rebels.
At the UN vote, the Indian delegate correctly pointed out that the decision to start the war had been made on the basis of no reliable information whatsoever, since UN Secretary General Ban-ki Moon’s envoy to Libya had never reported to the Security Council. The bombing started shortly after a glittering Paris summit “in support of the Libyan people,” where Sarkozy, Cameron, Hillary Clinton, Stephen Harper of Canada and other imperialist politicians had strutted and postured.
Token contingents from Qatar, the United Arab Emirates, Jordan, and Saudi Arabia were supposed to take part in the attack, but were nowhere to be seen, while some Arab states were expected to provide financial support. The minimum estimated cost of maintaining a no-fly zone over Libya for one year is estimated in the neighborhood of $15 billion – enough to fund WIC high-protein meals for impoverished US mothers and infants for two years.

Meet Dr. Sliman Bouchuiguir, the man behind the verified pack of lies used to justify NATO’s intervention in Libya. This amazing piece of investigative journalism reveals not only how tenuous these fabrications were, but have produced Bouchuiguir himself admitting flagrantly that the allegations he made were contrived, baseless, unconfirmed, and designed specifically to give the necessary requirements for NATO’s intervention.

The names change but the methods remain the same. In Iraq the imperial war facilitator was Ahmed Chalabi. The war against Libya is built on fraud. The United Nations Security Council passed two resolutions against Libya on the basis of unproven claims, specifically that Colonel Muammar Qaddafi was killing his own people in Benghazi. The claim in its exact form was that Qaddafi had ordered Libyan forces to kill 6,000 people in Benghazi. These claims were widely disseminated, but always vaguely explained.It was on the basis of this claim that Libya was referred to the U.N. Security Council at U.N Headquarters in New York City and kicked out of the U.N. Human Rights Council in Geneva.
False claims about African mercenary armies in Libya and about jet attacks on civilians were also used in a broad media campaign against Libya. These two claims have been sidelined and have become more and more murky. The massacre claims, however, were used in a legal, diplomatic, and military framework to justify NATO’s war on the Libyans.
Using Human Rights as a Pretext for War: The LLHR and its Unproven Claims
One of the main sources for the claim that Qaddafi was killing his own people is the Libyan League for Human Rights (LLHR). The LLHR was actually pivotal to getting the U.N. involved through its specific claims in Geneva. On February 21, 2011 the LLHR got the 70 other non-governmental organizations (NGOs) to send letters to President Obama, E.U. High Representative Catherine Ashton, and the U.N. Secretary-General Ban-ki Moon demanding internationalaction against Libya invoking the “Responsibility to Protect”doctrine. Only 25 members of this coalition actually assert that they are human rights groups.

The Libyan town of Sirte has been all but destroyed and its inhabitants turned into homeless refugees. This situation has gone largely unreported, but those press reports that have emerged paint a picture of a city being reduced to ruins by attacks of the National Transitional Council (NTC) “rebels” and NATO bombing raids against which it has no defense.
“After weeks of intense fighting, Moammar Gaddafi’s home town appeared Saturday to have been largely destroyed, with most of its population fled and holes the size of manhole covers blown in apartment buildings and the ousted leader’s showcase convention center,” writes the Washington Post of Muammar Gaddafi’s coastal hometown of around 100,000 residents.
Once considered to be a showpiece of urban development in Libya, Sirte has been the target of NATO bombing and NTC attacks since shortly after the fall of Tripoli in late August. In the last ten days, it has been the object of an intensified offensive. The Post states that “the damage wreaked in Sirte raises the question of whether its residents will go quietly into the post-Gaddafi future—or retain a smouldering anger that could fuel an insurgency.”
The Telegraph in Britain, which backs Gaddafi’s ouster, nevertheless comments that Sirte, which once had “a brilliant panoply of university and hospitals,with a glittering seafront and a marble-lined conference centre to host leaders from around the world,” is now “a squalid ruin.”
“Rebel fighters gazing at the devastation concede it is difficult to see how much of it could ever be repaired and made habitable again,” it notes. “The shattered remains of housing blocks and the wreckage of once comfortable homes…are more reminiscent of the grimmest scenes from Grozny, towards the end of Russia’s bloody Chechen war, than of anything seen in Libya so far. And the area around the grid of streets where anything between 200 and 500 loyalists are still holding out have become a killing ground, with loyalists, civilians and forces of the new Libyan government dying by the day.”
Former residents who have returned “found almost every house and building either damaged by a rocket or mortar, burned out or riddled with bullets. Water floods the streets and the city’s infrastructure is in tatters,” writes Reuters.
These events shatter the pretences on which the NATO war against Libya was launched—i.e. claims thatthe possibility that Gaddafi might carry out mass reprisals against protesters justified a NATO intervention to disarm him. Far from planning reprisals against defenceless protesters, the Libyan army soon faced a war in which they were outclassed by NATO forces intervening to support the “rebels.”Reports from Sirte now suggest that the NTC forces are now carrying out collective punishment in the city.
Reuters comments: “the ferociousness of the bombardment of Sirte and the burning of homes that belong to Gaddafi family members and supporters has raised suspicions that some fighters loyal to the NTC are looking for reprisals.” It cited residents returning to Sirte and accusing NTC fighters “of demolishing and looting homes, shops and public buildings.”
“They envy and hate us because Muammar is from here. But we are just civilians. The revolutionaries are coming here for revenge and destruction,” said a Sirte resident.
Another resident, Abu Anas, states: “What’s happening in Sirte is revenge, not liberation. When someone comes and takes your personal car and destroys your home, this is not liberation.”
NTC forces “clearly feel no need for restraint in bombarding the Gaddafi loyalists. That’s especially true of the many fighters from Misurata, a city to the west scarred by a bloody siege by Gaddafi’s troops in the spring,” the Post comments.
Numerous reports indicate that the NTC forces are looting the town.“Orders from the National Transitional Council to outlaw looting have done nothing to deter the rebel stragglers gutting abandoned buildings,” the Telegraph states.
Reuters reporters saw NTC fighters “roaming the streets of Sirte with chairs, tyres and computers on the backs of their pickup trucks. Brand new BMW and Toyota cars were seen being driven away by the fighters and being towed outside of the city.”
Associated Press reporters “also saw trucks carrying equipment from Sirte’s airport, including red-carpeted mobile staircases, baggage carts, airplane towing vehicles and security screening equipment, all apparently meant for Misurata’s badly damaged airport.
